Organizational Overview
TLC is dedicated to caring for the lifetime needs of
people challenged by developmental disabilities and blindness.
TLC believes in the value of each individual and promotes the
philosophy that each participant can be assisted to achieve
his or her full potential. Therapeutic Living Centers for
the Blind (TLC) was founded by Bernice and Seymour Pearlman
in 1975 at a time when programs and services for their multi-disabled
blind son were nonexistent. Mr. & Mrs. Pearlman, along
with a small group of other families, were determined that
the status quo could not continue. It was through this diligence
and determination that TLC was founded.
Residential Programs
TLC has a state-of-the-art facility in Reseda and operates
12 long-term care facilities which provide active treatment
for 76 adults throughout the Southern California area.
Day Activity Program
TLC provides two on-campus Day Programs for Adults with multiple
disabilities, serving over 100, with one program specifically
designed for aging seniors. Some adults also participate in
TLC’s Extended Day Care Program and Saturday Adult Program.
Infant and Toddler Program
TLC serves infants and toddlers with multiple disabilities
and blindness along with their families through a variety
of therapies delivered in-home and through a parent education
component that is offered at the TLC campus in collaboration
with community resources.
Afterschool Program for Children
TLC offers on campus afterschool care to children who will
benefit from a recreation program and have traditionally been
underserved.
Peggy Carr Aquatic Center
TLC is home to the Peggy Carr Aquatic Center. The year-round
pool utilizes the latest aquatic therapies to enhance mobility,
promote physical activity and provide recreational opportunities.
Services
Therapeutic Living Centers for the Blind also offers much-needed
services such as psychological help, speech therapy, occupational
& physical therapy as well as Braille education, recreation
and social activities. For example, the TLC garden has received
national recognition from the National Gardening Association
in recognition of the commitment to enhancing the quality
of life in the community.
TLC Foundation for the Blind
The Foundation was established to support Therapeutic Living
Centers for the Blind. All donations made to the TLC Foundation
go to furthering the programs, services and facilities at
Therapeutic Living Centers for the Blind. For additional information

Priorities
TLC provides leading edge services to its core population
by accessing the latest developments in the arenas of developmental
disabilities and blindness. In addition, a grant from The
Conrad N. Hilton Foundation has jump-started the capital campaign
for a facility to serve infants, toddlers and pre-school children.
